Service: Suicide Prevention in Jail - Detecting of suspicious objects in a cell

Responsible organisation: Ministry of Justice of the State of North Rhine-Westphalia (Local Government)

In 2019, the Ministry of Justice of the State of North Rhine-Westphalia launched a program aimed at preventing suicide in jail. The ministry employed the Chemnitz-based firm FusionSystems GmbH to build a video surveillance system that can detect suspicious objects such as a knotted rope or a firelighter inside a cell and alert officers on duty. The system is supposed to be used on inmates who are categorized at a medium to high suicide risk level and it is meant to substitute the current in-person checks carried out at 15-minute intervals, which have been criticized because they potentially increase the emotional strain on inmates.
